rear fold-down seat stuck 200 1987

On the fold-down rear seat in my '87 245, only the passenger side latch releases when I lift the release handle.

I was abl5 to reach up inside the seat through the center fold-down arm rest and could feel loose parts, one of which I extracted, but could not operate the release mechanism that way.

How in the world do you get at the thing?

Any help, much appreciated.
