Engine hesitation 700 1986

My 760 Turbo has a tendancy to hesitate around 2000 to 4000 rpm when taking off. My mechanic thinks I'm nuts because I told him it only happens with less than half a tank of gas, but when he took it out with almost no gas, it didn't act up a bit. I've had troubles with the relay to the fuel pump, but I bypassed that with a direct line to the fuel pump. Plugs and wires appear ok. Could it be the fuel pump, or filter. I've also heard of "turbo lag" but I'm not real sure what exactly causes that. Any help would be much appreciated!
