Jim -

There is one of those on my 1983 245, and I think it's part of the system to increase idle speed if the a/c compressor is engaged. It lets in a little extra air to do that. Disconnect the vacuum hose to it, plug the hose. Then see if the idle speed changes with compressor engaged.

Lemme know, I'm not all that certain.
