fuse 13 blow-out: blinkers, fuel inj relay 200 1987

my fuse 13 (16 amp) keeps blowing. i replaced the blinker relay, still no go. i see the fuse also regulates the seat warmer and the fuel injector relay. can anyone help me sort this out as to a likely culprit.

also, i noticed a ton of corrosion throughout all the fuses, any way to reduce that problem.
