The cold start injector (CSI) is located at the top center of the intake manifold. It has a fuel line to it and a two wire connector.

If it is simply not operating, the car will be very hard to start. To test you can pull it out by the two allen bolts and then try and start the car. Alternatively, you can just apply 12volts to it instead of starting the car (this will test only the spray, not the operation of course) Be careful not to spray gas all over the place. The spray should be strong and should *I think* spray for 20 seconds after starting.
