This is usually caused by the calipers not floating freely: when you apply the brakes, the calipers clamp the pads against the rotors; when you release the brakes, they do not fully release because of binding guide pins. Each caliper has two guide pins that slide in a bushing. These can lose their lubrication or corrode and cause the caliper to bind. Every brake job absolutely has to include a guide pin check: pull them out, clean them off, look for corrosion (if so, replace the pins) then re-lubricate with a quality silicone brake grease such as Permatex and reinstall. Some folks will use crocus cloth to remove light corrosion on the pins, but the preferred technique is to replace them. Reinstall the caliper without the pads and make sure it moves back and forth freely before you add the pads. Your mechanic was too lazy to do this: he just changed the pads and blamed Volvo for the "pulling". My recommendation is to change both the mechanic and the pins.
