You have ACC with the thumbwheel for temp selection? It's rare but possible.
If this is the case then the temp based fan delay switch may be the culprit. It is on the block immediately above starter. It grounds at 125 degrees +/-.
Another way to fix it with compromises but no $$ is to pull out the control panel and splice the white wire you will find going to a black lump together. This black lump is an incar temp switch that overrides the engine mounted one in hot weather. Splicing the wires together with a Scotch-lok will bypass the "don't blow till the water is warm" function but that is a minor inconvenience that may not be worth the $$ to fix correctly.
