Yes you can remove the rheostat and just do without the dimming feature. However, to remove it requires removal of the entire instrument cluster.

Remove the lower curved plastic panel. Remove the small rotating button at the lower left of the instrument cluster. Then get your self upside down with the back of your head resting on the brake pedal. Look up at the back side of the cluster with a flashlight and remove the screws which hold the rheostat in place. Then pull the rheostat straight back. It should come off. All thats left are two male spade connectors. You can bridge these with a short length of wire and a couple of female connectors.
