Gerard, Could be the O.D. relay, or the kickdown cable, or even low fluid level.Try another relay first or resolder the one you have. It's located to the left of the glove box(you'll see it after removing the glovebox).The relay should click when you press the O.D. button.

Could also be a wire that runs to the O.D.solenoid from the gear selector or the solenoid itself.You can tell if your kickdown cable is working by stomping on the gas after about 40 mph.it should down shift into 3rd.
