b230 manifold conversion question 200 82

Quick question. I have the b21ft manifold off, and while taking the CIS motor linkage off, I noticed another linkage(looks the same but smaller) right next to the CIS one, but it was not connected to anything. What does it lead to, what should be there?

I am sure that I will be posting more questions soon.
