It sounds like it could be the solenoid switch and/or the relay. After you are sure the relay is in working order, and the problem persists, the next step would be to check the solenoid switch. The easiest way is to stick your head under the car while it is running and have someone press the switch a few times. If pressing the button does not produce a clicking sound, then the problem is with the switch, or the wiring around it, which is a fairly common problem. Good luck.
