Transmission whine-impending failure? 200 1982

My 1982 245 Turbo has suddenly developed a loud siren-like whine in first and second gear, especially when coasting to a stop. Is this a sign of impending transmission failure? A local shop has quoted me $1000 for replacement, labor included. Please help...thanks!
