Front end trouble 1800 71

I just bought a nice P1800E with one problem that made it cheap: front end problems similar to what Bill Webb describes in his 1800 book. Although it looks fine underneath the front end, there is a bright shiny spot on the rear of the fenderwell where the tire has been rubbing. Apparently the lower a are breaks free some spotwelds and this allows lateral movement of the crossmember??

Has anyone else had this problem? Seems to be isolated in the "E" series...

Any help out there? Words of wisdom?
