Evaporation of the reverse light lens is fairly common. I guess these weren't bonded to the tail light assembly particularly well. Fortunately Volvo sells a replacement lens kit for around $5 -mine even came with a small tube of RTV sealer. You may need to grind down the lip of the tail light assembly a bit to get the lens to sit flush. Temporarily tape the new lens down snug until the RTV has fully cured.

Note that only the clear reverse lens is available -break off any other part and you'll be off to the bone yard for a whole new assembly.
