A cam will probably give you a better power gain then a header will, so I'd do the cam first. If you get a VX3 cam from IPD or MVP, you'll most likely want to get the adjustable cam gear as well. The reason is that the cam makes more high rpm power, and takes away the low end power, so the cam timing needs to be advanced to restore some low end power in order to make the car more drivable with an auto trans. IPD is currently having a sale that lasts through September 14, 2001, during which the camshaft and adj. gear kit is only $280, which is pretty good compared to the regular price of $350 (the kit also includes a timing belt and some various engine seals along with the cam and gear).
The Volvo K cam is a great performance cam because they can be had for about $40-$80. However, the K cam makes even more high rpm power than the VX3 cam, so you will definitely need an adjustable cam gear with a K cam. Otherwise you'll have power up to and probably beyond 6000rpm.
Another option for a camshaft is the Phase 1 cam from Unitek in Sweden. It's more expensive (I hear around $350 shipped), but it doesn't require the cam gear.
You can get a header from Stahl in York, PA. I haven't really read much about this header, other than it's a high quality part. The only other sources of headers would be from European companies like KG Tuning, and maybe JT Tuning and maybe SAM.
