A/C not cooling a lot when idling BUT quite cold when moving/driving. IS this normal? 200 1991

I bought the car around 2 months ago and it had a broken a/c. I fixed it (gas, seals etc) and now it runs cold but only REALLY cold when the car is in motion. If i am stuck in traffic or idling it only comes out slightly cool.

Is this normal?
