Need help on frustrating cruise control 700 1985

Recently purchased a 85 744. Can't get the cruise to work.Have an 86 740 with cruise that works. Have swapped the vacuum lines, cruise module, switch at the brake pedal from one car to another all components are good.Am getting power to the unit when the cruise switch is on. Checked the square 4 pin connector in the steering column getting power thru these. The servo seems good, press in on it and cover the connector on the rear and it holds the vacuum. Brake lights work. Speedo works. There are 3 wires running to the cruise module. One is hot when the on switch is turned on.how do I trouble shoot the other two.Is there a connection to the speedometer i'm missing. Any ideas greatly appreciated.

Thanks Dave
