Automatic Transmission - erratic 2nd & 3rd 200 1980

My wife's Volvo (324,000 miles) was in for dealer 5,000 mile service. When on the way home after a 12 mile freeway trip the car would not shift up after the first stoplight. LOW worked and REVERSE worked. We had the car taken to the dealer (what DID they do? did they cause the problem?) and the dealer reported that it worked fine on a short road test (4 blocks). After my wife insisted they did a highway test and it failed in the same manner. The tranny was rebuilt 30,000 miles ago. There had not been any symptoms prior to this event. The dealer said they had done nothing to the tranny and had not added oil - the oil level was well above the mark - both hot and cold.

In another list the suggestion was that it may be a "the transmission downshift cable is binding".

Has anyone else had this kind of problem? What to do next?
