Chuck, before you remove the tailgate panel, remove the panel at the rear ceiling. I took a look at your pics so I know you've done it before. Also

pop off the third brakelight cover. Find the wires by color at the connector revealed by the ceiling panel and stick a test light probe into the connector with brake light on to see if you've juice up to that point.
