Don't worry about an ECU... you don't have one.

It's your fuel pump relay. You'll find it underneath the drivers side

of the dash. They go pretty commonly on older Volvos (usually between 120K

-180K miles). They're not cheap (about $50 from the dealer), but are at

least very easy to replace. You can test your old one by removing the

cover and manually closing the relay, although I'd bet that you'll be able

to tell visually that it's bad (usually there's a burned section on the

circuit board)

That's probably NOT your only problem. The relays don't just go

because they're old... they get too hot from the fuel pumps pulling too

much current. That means clean your fuses, if you haven't recently change

your fuel filter (they're big, but they still need to be replaced eventually)

check that your in-tank pump is working (pull the fuse for the main pump,

manually jumper or close the fuel pump relay and listen). If the in-tank

pump isn't working (or the line between the in tank pump and the main pump

is leaking inside the tank) you're overworking your main pump. After

checking the in tank pump and replacing the fuel filter, check the current

draw from the main pump (connect an Ammeter across the fuse holder with

the fuse removed). If it's drawing >8A, your main pump is on its way out

and will need to be replaced soon (test the pump LAST since the in tank

pump failing or a clogged filter will cause it to draw more current)
