A/C control? 200 1982

For the life of me, I can't figure out what the A/C rheostat is supposed to do (I mean other than the obvious on/off). Seems like no matter where the knob is positioned on the blue/red dial, the effect is the same: the A/C kicks on if you move the knob past 0 and kicks off if the knob is turned completely counterclockwise.
