Surging after cold start 200 82

After a cold start in my '82 Turbo, I get down the road about 1/2 a mile and the car starts to mildly surge. This goes on for a couple miles as I go through town (at the 25 mph speed limit). By the time I get out to the highway and the car is pretty well up to temp, the surging stops. Any ideas? The car doesn't want to start very well warm either? Cold and hot the car starts really well. Cold start injector? I asked about the warm start issue and got some great responses a couple weeks ago but I haven't had time to address the suggestions yet. Thanks!
