Problems with Self-Leveling Schocks 700 1988

HELP!!

I have a 1988 760 Turbo which, apparently, has self-leveling shocks. I say apparently because the car does not level at all when it is under load. However, Volvo says that all sedans from that year had self-leveling shocks. One of the shocks is apparently shot and Volvo says it can only be replaced with a 650 USD self leveling shock. They also recommend changing both shocks.

I love my volvo but definitely do not want to spend 1,200 USD. I asked volvo if I can install regular shocks but they said the springs would have to be changed in that case.

Any suggestions would be very much appreciated.
