Pump fuses are 5 and 7 I beleive.

A test for resistance accross the fuse terminals? There is a voltage across the fuse terminals, and not sure why you want to measure resistance here.

Check for for 12V on both sides of then 25A spade type fuse while cranking. Check fuse 13.

Yes both relays must click while cranking and are controlled by the FI computer.

Bad timing of valves or distributor would not stop these relays from activating. If the was fault in the distributor you would have no spark.

Check for any wiring disturbed while changing the starter and belt.
