Parking Brake Problems 200 1987

When I engage the parking brake and the car is in neutral (manual transmission), the car rolls slightly prior to stopping (I'd guess a max of a 1/4 of a wheel revolution). It is noticeable when parking on slopes. It feels like when you put an auto car in park and don't use the parking brake. The rolling action seems completely free and then there is a sudden stop, not as though the brakes are slowly slipping. Anybody know the cause of this??
