W,S,E Trans mode flashing 900 1993

The trans indicator lights for Winter, Sport, Economy (down by the shifter) flash and the car's power is cut to 1/4th. Also the shift arrow on the dash blinks on and off quickly. It has happened twice in 1 month, both on cold days (20 degrees F) Dealer stated to turn car off and on a few times and symptom should go away for now - he stated its a wiring problem and costs $300 to fix, which if far too much $$$ for my 100,000 mile 960 Wagon.
