No-start after head replacement, why 200 1982

Briefly, I had a burned exhaust valve on number one with a cracked head. I got a "new" used head, had a valve job done, and put it back together and it won't start. It turns over but won't start.

In addition, I spliced a new wire harness end on the big plug on the firewall amking sure that the wires were connected to the proper position.

The system is the B21f with the CI system. This has the four sensors on the head.

I double checked the timing marks.

Cam mark goes to valve cover

Intermitant to line up distributor to #1 plug (not aligned on shaft and case mark)

Crankshaft goes to top making sure that it is on the top of the compression cycle of #1

With a plug removed and grounded, spark is present although I did not check it for all plugs. (new plugs, gapped 0.028)

It does not seem like it is getting enough gas. If I remove an injector and crank the engine, how much gas should I get in a container?

I was told that an incorrectly hooked up sensor on the head would not cause a no-start situation.

If I crank it, wait maybe five minutes, and crank it again, it will fire like maybe four cylinders and then just keep cranking? It almost acts like it is going to start and then just keeps cranking. No strong ordor of gas with alot of cranking.

I know this is a wierd engine with the CI on the 2.1 liter. Anybody got any hints or suggestions. I hate to bring the basket case to my mechanic but I will. But I was trying to get this puppy to run. Hate being defeated...
