emissions failure 200 1987

Our 1987 240 DL wagon recently failed Georgia emission test for NOx. The vehicle passed all other emmission tests. The car is running well with no known problems. New plugs and distributer cap were installed within last 20k, and I recently serviced the flame trap. Please suggest a systematic approach to investigate & correct potential causes.

As info, the Georgia emission test is performed under load, i.e. @ 1720 RPM for this test. The NOx level detected was 2918 ppm compared with allowable concentration of 1258 ppm..........Thanks
