engine will run at only fast idle 2100RPM approx 700 1988

I have changed the engine idle motor and the Temperature sensor without any change. I believe I may at the point of having to change the electronic board. Does anyone have any other suggestions. I know that the engine idle motor is being powered full open and won't close back to the correct position based on what the outside temp.and engine temp. I have jumpered the engine idle motor closed and disconnected it I then opened the manual valve on the air intake which works for now with warm temps. Anyone got other suggestions as to what I should look for.
