91 940SE shuts off at 4000rpm 900 91

91 940SE, 142K mi

When I press the accellerator to the floor, the car runs up fine until 4000rpm, then it's as if the fuel flow has been shut off. I discovered this when I tried passing a car on a two-lane road, and when I stomped on it, it downshifted, began to accellerate as normal, then it was as if someone reached over and turned off the ignition. I took my foot off the pedal, the rpms dropped below 4k, and it ran fine. So long as it doesn't reach 4k, everything seems normal. What is causing this?
