poor runner 200 68

Hope this doesn't get too long:

Son drove his wagon from RI to Chicago, and wife and I took it from there to near Seattle. Tough trip! We hit some nasty-hot weather, so we spent only five nights on the road. Anyway, the thing ran like a real trooper on the road. Didn't like going up some of the hills, but, with few exceptions, made them in 3rd. BUT, when we stopped for gas, etc, it would act flooded and not restart for 15-20 min, and then it was a hard start. After starting, it would run pretty well, though. Pulling into a town was a real thrill. It didn't like running at low speeds at all. It would 'load up' and pop and snort when it revved again. I finally used 2nd, mostly in the towns.

-starts pretty well when cold, and doesn't idle too badly when cold.

-it seems to idle a little higher than I think it should - but who am I?

-the further one goes at low speed, the worse the idle. Will die eventually.

-choke is broke, and the levers on the carbs are pushed as far down as possible.

Engine was used (B18 w/b20 head) and trans was rebuilt recently. We do not have much history on the carbs, coil, etc.

Anyone have any ideas for the fix? Any improvement?

Thanks
