There is no headlight relay from about 1984 model year on. The low beams go through the Lamp Failure Relay, the high beams do not. Low beam comes from the headlight switch (terminal 56b) to the Lamp Failure Relay (terminal 56b). At the Lamp Failure Relay the outputs are terminals 56bL and 56bR. High beam out on the headlight switch is 56a. High beam fuses are 17 abd 18, Low beam fuses are 19 and 20. From your description I would suspect the headlight switch since high beams only work momentarily. Remove the Lamp Failure Relay and test for voltage on low beam at the relay socket connection corresponding to Lamp Failure terminal 56b, and so forth.
