Electric Fan 700 '86

I have a 1986 744GLE automatic, non turbo.

Is the electric fan in front of the radiator for the AC or for the cooling system? My mechanic tells me my AC is not working adequately because my fan has seized up (which it appears to have done), but that fan, which I know worked because I shorted it about a year ago, has NEVER gone on for any reason. I have heard it only goes on in extreme overheat conditions.He wants to replace the fan before he finds leaks in the AC system (it has one or two) because he is afraid that with a full charg and no fan, the AC system will go ballistic.

Is the fan necessary? My car has never ever overheated. (Thank you, God.)
