Failed Emissions 200 1982

I just faile the emissions test here in MD. I faild the CO and the hydrocarbons test. Now I just got a oxygen sensor put on the car about 2 weeks ago. I was reading a post about hot starting problems and I have those same symptoms of burning rich and black smoke with the idling problem on a hot start. Do I need to be looking at my temp sensor? Please help me out.
