b21ft runs hot 200 83

My 245 turbo has a new 3-core nissens radiator, a high performance electric fan, 180 degree thermostat, and it still seems to run hot. Cat is not plugged, I tried running it with test port before cat unplugged. Temp guage reads half way or below driving conservatively on flat surface. Driven hard or on mountain roads temp rises a bit above 3/4 on the guage. Is this normal? I do not think so based on my experience with N/A 240s. Also, temp/gas guage was replaced with unit from '84 240 with b23f. These guages are the same in N/A and turbo cars, right?
