Black Soot From Exhaust/Sucking Gas...Is It Running Too Rich ALL 85

Hello Again Bricksters,

My 244 TI has been sucking down the gas lately. I also noticed black soot on the garage floor and wall that had come from the exhaust. My Euro car dealer says it is running too rich. Possible?? If that is the culprit, do I follow the Bentley's. Manual says to use allen key, but my B21 has what appears to be a long key "permanenty affixed" to the fuel distributor. Normal? OR, does one HAVE to adjust from the anti-tamper plug in the air flow sensor (hope not). Thanks to all of you with the helpful ideas!
