Dating the prom queen-Ignition key 900 1992

This afternoon the ignition key would not work in the lock. The key goies in all the way but the lock refuses to move. The key works on the door locks but not the ignition. Yes, we jiggled the steering wheel, shot some WD40 and lock-ease into the lock but it's a no go. I successfully found a Volvo ignition switch/lock at a locksmith, so, no 2 week delay, but the local dealer says that if he can't get the lock to turn over to position 1 he has to drill the lock out adding untold hours to the labor bill. We're at $400 in labor before the drilling. This is worse than the dentist. Any help? How do we replace the ignition lock without it being in position 1? General Patton called it dating the prom queen, even the little problems seem to be at least $500. Other than that, it's a great car. Thanks
