Volvo Turbo Fuel performance probs 700 1987

I am an Aussie working in the UK for 12 months and brought a 740 turbo petrol volvo for 450 pounds. So no beauty but sounded and drove OK. It was getting hot and losing water, then milky oil, so headgasket changed, prob solved. Now a new prob has emerged. Despite all efforts of mechs, fuel economy has gone through the floor. Average 13litres per 100km approx even when driven conservatively. Could this be a fuel injection problem/. Car runs a little rough on idle and feels to be retarded on accleration. Was was really good on fuel before head change so mechs confused(or not good).It's just the fuel economy that is real crap. I have looked at the sites regarding vacuum hoses and havn't found anything. The guys reakon a rolling road test but it's the dollars that are starting to add up. Why would head change cause big changes??

Incidently the gearbox is "sticky" between 1st and 2nd at times.

Mate any ideas would be appreciated as it is sending me broke.
