how do you test the cruise control components

i have a 1990 240 dl wagon. the cruise control has never worked since i purchased it. i found the servo mounted on the firewall just in front of the driver. i also found the vacuum line running to the vacuum pump connected to the gas pedal. i tested the brake switch using an ohm meter and it seems to be fine. The connector going to the servo has three wires coming to it and when i check for voltage at this connector there is none.I also would like to know is there a relay to this system that i might be able to check.someone please help.
