Running Rich-strong exhaust 200 1983

I'm running a 1983 DL Wagon and believe the engine is getting an overly rich fuel mixture, at idle and when at speed. I believe this because the exhaust smells like much of the gas is unburned, almost like it is being run with the choke on. Fumes get into the car when the windows are open, and is not good!

It has the B23F engine and I'm wondering if the mixture is adjustable or if there is something else I should be checking. Behind the glove box on the inside firewall I did find a small "black box" label manufactured by Dana Corp. that appears to have adjustment screws on it. Don't have any paperwork on this box and not sure what it does.

Enjoying the car, my first Volvo. It's needed a lot of work but having a parts car has made the project possible. I'll enjoy it even more when I get the overdrive on the auto transmission to start working.
