No voltage at fuse 11 700 86

I can"t get my test light to light on either side of fuse slot 11. I have tried key off, key on and key on engine turning. My problem is car won't start Main pump whirs. should there be some voltage at fuse ll (for the in tank pump) This is my second post I'm guessing my first did not hook up some how. Please any ideas.
