cold start injector on '75 B20 200 1975

Mr. Haynes says my horrible hot-start routine and 19 mpg may be caused by a leaky cold start injector. Is this a common thing? it also says it may be a leak in the intake manifold system "somewhere" that's helpful. I have like 50 miles of vacuum hose and such. the intake/exhaust gasket is new. car has 111,000 on it, and the smog system was de-activated by crimping the tube shut.
