Strange 700 Accessory 700 91

Has anyone seen a reflector panel that spans the rear end of a 700 from tail lamp to tail lamp? It looks like a solid one piece tail light that runs all the way across behind the tag.Was this for police/emergency vehicles? What's it called? Picture a solid tail light across the rear with the license plate in the center. Any info would be greatly appreciated.
