264 problems 1976

Hey, I have a 1976 volvo 264gl and having stupid problems with it. First it suddenly has serious acceleration problems, and my idling has serious flucuation problems, it will bounce around from a 1000 up to 2000 or 2500 and everywhere else for no reason. This just recently started and it is getting progressively worse. Also I here a whinning noise under the hood. Could this be a fuel pump problem? The motor is not that old it only has 87,000 km on it. If anyone could answer me back I would greatly appreciate it.
