Rattling Brake Pads 700 1993

I took the Girling rotors off today.

Can anyone tell me the importance / function of the 'v'springs that extend out the back of the pads?

AND

I discovered a single shim resting between the top of the pads and the caliper. This "shim" worked with both the inner and outer pads, but there was only one of them at the top. My guess is that there should also be one at the bottem as the machining on the rotor supports it. In my instance, I sprung the shim a millimeter, and moved it to the bottem of the pads.
