Acceleration problems 700 1985

Ever since I got my '85 745ti, I have been having problems with it under acceleration. It seems like it hits a mild rev limiter when getting up past 3500 rpm, and then it goes a little higher and a little higher, until it gets up to where I should shift. This isn't really a problem under normal driving, only WOT. I have experimented with putting a cone filter in place of the stock airbox, but that doesn't help. Also I put a boost controller on it when the problem seemed to not be there anymore, but last night I was running 12.5 psi boost, the problem came back.
