Water leaks through taillights 200 1980

When it rains hard enough, water leaks through or around my taillights, and wets my trunk mat and puddles at the bottom of the spare tire wells.

I tried replacing the gasket around the right lamp once, but it didn't seem to help. I've also tried sealing with latex caulking from inside the trunk, but that didn't work either.

Both lenses are in good shape (no cracks), so that isn't the source of the leaks.

Any ideas?
