Hunting Idle and surging 700 85

Hi, my 744 Turbo has rough idle (While sitting) (the RPM needle goes up and down a bit, and car continually shudders a bit). Then When I am on the highway and want to pass someone, when I go into 3rd gear, the car seems to surge, and not want to accelerate too much.

Any Ideas? The temp guage only goes up 1/4 and not to the middle, is this normal? The car has 170K on it, should I get a compression check? The guys at Volvo "can't find anything"
