Low brake pedal...still...Help! 900 1993

I have a 1993 940 turbowagon with 155k miles. The car has been experiencing a low brake pedal for about 6 months now. Within the last month I have had the Front-Passenger side and Rear-Driver side calipers/pads replaced. (Caliper’s were sticking). This did not restore the pedal height. The pedal is firm. Not spongy...just very low. If you pump the pedal once, then hold it down it seems to be at the correct height. Very strange. I’m wondering if it is the master cylinder. Or possibly the vacuum booster? I bled the system thru each caliper twice hoping there was air in there. Didn't help at all. Any sugestions? Is there a way to test master cyl? Please help me!
