Quick question on replacing windshield wiper switch 700 1990

Does the steering wheel have to be removed or can it be done without removing the steering wheel?

I broke the sucker off this morning in the cold (although it's gone through 11 winters before...probably a crack) and if it's easier to drill and reinforce/epoxy it together I'll probably do that rather than pop the airbag off (bad choice of verbs...scuse!) and remove the steering wheel to install a new switch. The thing works fine on the stub, just irritating.
